Creating an eQuote

The user that creates the eQuote must also be the same user to fulfill the eQuote. For example, a requestor cannot begin an eQuote, submit it, then have their approver review the quotes and award it. A requestor can, however, create a line item that should be sent out to eQuote. The requestor should mention their intention in the comments so that Approver or Purchasing Agent can create the eQuote.
